I definitely raise flop but Im not sure about river. I slightly favour betting only because villain didnt bet the river and he is surely not worried about being behind if he has you beat.

The only draw he could have is JTs, which a 14/9 probably wouldn't even play here. You don't want to fold out what you're way ahead of.

bet smaller on river... i would have probabily bet folded turn tho "Villian is 14/9/3 over 75 hands." ... 40-60 seems like a good amount

Vs that range the flop is a quite dry one. Raising most likely folds out hands were way ahead of.
