If he's in the BB, he's NOT squeezing you light. I can pretty much guarantee he's not gonna be squeezing light at 25nl and if he is, good for him. I'd call the 3-bet since you're in position, because folding JJ (especially to a raise that small) is way too weak/nitty, and 4-betting/shoving folds out all the hands you crush.. so call is the only other option. Play poker postflop, you have a full buyin behind, you don't have to go crazy with every big pair in 3-bet pots.

A 28/21's 3 betting range (even as a squeeze) against an UTG raiser is probably much smaller than you think. I would say his calling a 4 bet range is QQ, KK, AA and AK.

You can call his 3-bet for set value in this spot if you also have a small chance of taking it down. Plus SB is probably calling the extra $2 also.

I assume this is 6-handed btw?

Also, flop is disgusting as played. You have FE against QQ (maybe) and you fold out all the hands that beat you. Turning your hand into a bluff when you can easily check behind and get him to bluff turn is much better.
