how is this better than just betting pot? Sure, he prob doesn't have anything here, but what are you trying to achieve with the uber bet?

Zeebo says this blows.

Even if he does fold everything but 7A, 15/130 = 1/9 or so. I think it's safe to say that A7 makes up close to around 1/9 of his range (he's not open completing 72, ldo) so we're breakeven at best even in this idealized situation. When you count that he's calling with other 7s lots and sometimes might show up with a freaky J or something, this becomes pretty -EV.

Check river.

i dont think he is folding a 7 to a psb, and i dont think he calling a psb to play the board.

i would just valuebet about half pot here and see if he will look you up either because he hit an ace, or because the board has made 2 pair with an ace so he can call for the chop. i think overbetting here is pretty stupid

Bet the turn + river (still cheaper) if you want to get him off the split (and it'll get you a better idea of his hand). Here, I'd just check and win / split. Waaaaay too risky play if you've been playing aggro.
