Default Straight facing aggression on a paired board NL25

Villain is 61/14/0.64. I'm totally lost here.

Preflop: Hero is dealt (2 Players)
SB calls $0.15, Hero checks

Flop: ($0.50) (2 Players)
Hero checks, <font color="red">SB bets $0.50</font>, <font color="red">Hero raises to $1.50</font>, SB calls $1.00

Turn: ($3.50) (2 Players)
<font color="red">Hero bets $3.35</font>, SB calls $3.35

River: ($10.20) (2 Players)
<font color="red">Hero bets $9.00</font>, <font color="red">SB raises to $21.00</font>, <font color="red">Hero ???

Call. You'll see a 6 much more often than a full house here.

My thinking is he'd reraise you on the flop with a set (33 or 44), so the only hands he has that beat you are 36 and 64 and 96.
