Can you put him on a 9 after calling PF?

A c-bet in my mind is designed to take down the pot when I think I can get my opponent to fold. In this case we have a villain that's called a 3 bet PF. Do you seriously think he's folding any hand that beats me here?

I can not see how a c-bet is +EV here, please convince me otherwise.
