What if I'm playing a 24/20 game? Should I ever 4bet preflop or make a pot-committing raise on a flop like this?

I prob fold. WA/WB vs. those stats is usually WB. JJ maybe, AK maybe. If you have jacks, I think you fold this easily.

I just call here. His range could still be wider than you're giving him credit for. Keep it wide by calling, hoping to get all in on the turn, because if you raise now he probably isn't putting the rest of the money in with a hand you can beat very often. If you continue with the hand, it should be because you want to get all the money in the pot and not because you want to make some super-heroic fold on th turn.

well since you called PF, foldnig is definitely out of the question.
I think a call is best because if you shove you're only getting called by TT/AA/KK. not worth the price of protecting against a possible 6-outer. you also might extract one more bet out of JJ, or get him to call a river bet if the turn goes ch/ch |
