Default 3bet size question

I thought it was advised that 3bets are 4times the size of the raise, if no one else has called, etc. Is this not the case, as I see in lots of the hand histories here slightly more than a 3x raise, or 3.5x etc.

When you 3-bet, raise pot.

I usually make it like 3.1*total raise in pos and 3.2*total raise OOP.
