Default RE: 99 Cost me too many chips. Alternative approach please?

This hand is NLHE $0.01/$0.02 on VC. There's a fair bit that I'm not really happy with on this hand but can't quite decide on what the best route should have been.

For starters not quite sure if the call pre flop is good. The standard on these tables is very poor and I was pretty sure there'd be another caller and my implied odds if I flop a set will be big. Plus I know I'm not gonna throw away chips if theres an over card on the flop. But still I think maybe I shouldn't assume that other people will call.

It's quite a dangerous board but I think my flop bet was right. Do I call the raise? Should I be thinking here that if I call here I have to go all the way and so just fold? I was thinking that the raise on the flop could have quite easily been someone finding where they are with say a pair and draw (or something like that) and would let it go after the flop. I feel my other options are:

1. Re raise there and fold to any future bet.
This way I'm pretty sure I'm beat so can let go of the hand or he might fold (he might even fold the best hand (ie 2pair etc)

2. Call then c/f
I don't like this option cause most people will bet once ive checked irrelvant of the turn card so may as well just fold to the raise on the flop

3. Call then bet the turn but less. (maybe half the pot)
This way I get to know where I am but it costs me a little less to find out (I think most people at these stakes wont even notice the smaller bet)

4. Fold to the initial raise on the flop.
This seems like one of the best options, but think I could be throwing away the best hand a fair few times, but can't decide whether the extra amount I loose will add up to more than the extra I will win.

Raise preflop, youll get more information about villains hand. Then your decision will be easier postflop, you have no idea where you are at this point.

I would fold the flop fast, good bet but let it go. You are barely ahead of two random cards, villain always has a ton of outs if he is behind and you have no way to improve.

Preflop is fine, a raise is fine too, depends on how you plan to play the hand.
I like to bet out on this flop and fold to any action, even that scary minraise. If the actions goes bet/call, bet/call you most likely have the best hand if the river doesn't complete a draw.
