It is clear and fairly common for player to raise based on the old blind amounts. In this spot not only would I rule she can raise I would rule that she must raise.

Yes, but it would have to be the minimum raise. And some places wouldn't even let her do that since her raise was less than 50% of the required raise but most of the time this is ignored for the blinds, especially right after they've been increased.

Most dealers explain the blind change and let the player know the min raise is X. I'd tell the Old Biddy the min raise is 2K and let her call or raise.
