Assuming even unknowns know basics at the $400 I think this is a c/f. You might be able to fold out KK but you aren't folding out any ace that called preflop and surely he didn't call with any other pocket pair.

Just my .02, I'm sure somebody will correct me here.

I don't have a problem w/ the 4 bet size because the button will fold (sometimes) if they don't have KK/AA/AK. But if the button calls that 4-bet, they are pot committed (esp w/ the extra "fish" who called) so I think it's a clear c/f given that board. One of those villans has an A.
