This is a river c/f imo. If the villain is anything close to standard then it seems unlikely he could have anything worse that he would bet when checked to on the river and anything worse he is willing to call a shove with. He would raise 2 pairs on the flop or turn most of the time on this drawy board and the only draw got there.
