Ive just begun a trip on the boat of omaha. My bankroll is at 16 and a half BI which obvious isnt enough for the game of omaha but how many BI's am I short of the correct bankroll?

Depends on the stakes; your style of play and the general table environment. If you're going to be putting your stack in lightly, either due to a penchant towards gambling, or the table dictating a style that embraces variance, I wouldn't want anything less than 40-50 to be comfortable, and even that would be a bare minimum. If you're going to be mostly limping PF and keeping the pots small till you hit the nuts, you'd probably be able to get away with 15-20 or so. If you're going to be playing really long sessions and regularly playing 200-300BBs deep with other huge stacks, I'd probably want at least ~70 or so.

These numbers aren't based off of any mathematical calculation; they're just my experience in dealing with my state of mind while playing PLO.

I think 16 1/2 buy-ins is just under Kelly Criteria requirements for the best PLO players.
