Stars: Cashout after Interaccount transfer

Hello everyone,

I need to get $150 transfered from a friend of mine. He doesn't have a Moneybookers-Account, I don't have a Neteller-Account anymore, so our only option for a direct money-transfer would be pokerstars.

I know that Party wants you to play 22,5 PartyPoints before you can withdraw your $150. Is there such a restriction at Pokerstars as well?
