I'd call

as M goes down pushing ranges become wider.

I usually call 2 shoves with JJ+ - cause if you play jacks and you are not against an overpair, but only against overcards these interfer:

if you play JJ you can be up against: AK/AK, AK/AQ, AK/KQ, AQ/KQ

in all of these combinations you have the highest EV

as with TT this works no longer, where you can be against for example AJ/KQ, you become an underdog.

So with QQ i would call this

Why call rather than shoving?

If an A or K hits, you don't want to be calling. If one doesnt hit, you aren't going to get any more money from hands you are ahead of.

Any pocket pair against any two overcards is a 6:5 favorite (assuming it's just two of you to the flop)

With pocket queens, the only thing you have to fear is cowboys or rockets, and this late in the tournament, you have to take your chances.

Lev, op wasn't asking if he should fold or not. This is a raise or call situation.
Sometimes in this spot I'll minraise to isolate. You'll still get the occasional donk who will rereraise with AK or JJ-TT and you want that. Flat calling makes it correct for someone to see a flop with AK and maybe some other speculative hands and you don't want that.
I don't think you can fold to an all in from one of the big stacks, so you might as well invite weaker hands to play for 7700 (this makes sense in my mind, please tell me if I am unclear).
Mike Caro wrote a very good article on "Never discouraging a call" in Bluff which explains what I am trying to say.

No just the one all in so far. But thought process is that a shove would most likely be up against two players seeing as Brewhead called more than half his stack. But the risk is 15BB to win 40BB assuming mb_rocky folds.

Re-shove. I don't want to play QQ preflop, see two overcards flop and kill myself for not re-shoving. Hell, even if you do just call, your chips are going in on the flop anyways. Might as well just do it now.
