UTG calls $0.10, CO folds, <font color="red">Hero raises to $0.40</font>, SB calls $0.35, BB folds, UTG calls $0.30

How is this line? Should I have raised smaller on thew turn so I could fold to a re-raise? I put the guy on 2 pair or an open ended draw

Wouldnt have raised that much, although I think your line is ok. I'd defenitely not fold to a push here. Especially if you say you put him on 2 pair open ended.

Since I have position I'll usually (but not always) fire a c-bet on the flop and check behind on the turn if they don't fold.

I'd probably raise to $2.50 or so, but I don't think your turn raise is too huge given UTG's call.

i dont think a contibet is good, cause at those limits ppl even call with a gutshot+mid pair type of hand.
i would play it the same and pay off the floped straight (against which i have still outs) or floped set.

i wouldnt cbet with a small pair like 33 either, especially against unknown ppl at these limits. They could literally have anything or hope for something good and call like sabbooo stated. Flop is kinda drawy against multiple opponents, so dont think a cbet is good here.
