That's just it.. hey had top two pair.. and he did not raise.

Granted, there were two potential ways to have a straight on this board and he had someone left to act (was he keeping the Bu around for extra bets?), so maybe he was going for an overcall on the river.

Don't you consider top two in this situation to be a "decent holding?"
