Default NL 100 top set, need a turn bet size

Don't have HH, sorry...I haven't gotten into any hands with the villain but his fold to cbet percentage is around 40.

55/13/5 fish minraises UTG, and I 3bet to $5 from the button with AA. Folds around, he calls, effective stacks are now $175. Flop comes Ac Qc 9s, he checks and quickly calls $8. Turn is a blank, and he checks. Pot is now $27.

I want to get all-in here, and I have only 2 streets more to do it in. Do I bet the pot or is there a way to induce a raise from him here by betting less? Is overbetting an option?

If you bet $20 on the turn, then you can easily push the river.
