Raising to anywhere between $12-17 seems good.

I'm leaning toward $10-$12ish as that would make the final bet easier for him to call on the river, unless you think he's folding the river unimproved and then bet more.

If you raise it to $12 now, then the river pot will be $36 and villain's stack will be $17. This seems like a good way to play for stacks.

He made a funny bet, make a note whether you get to show down or not. Draw likely, 2 pair less likely. Raise atleast $12 due to all the draws.
