What are you doing preflop?

As played you may as well shove because you have outs but preflop is pretty meh.

Because villain's a 17/12, and he 3-net ridiculously small, so he isn't afraid of you. He knows you raised from UTG+1 and he still 3-bets. So you call to take a flop OOP against what is presumably a decent player with a monster?

I hate it.

Well, do you think he has KK or AA only? If so, throw it away.

If you don't think he has KK or AA, 4-bet.

Calling a 3-bet OOP like this is gonna make [censored] really tough (as we can see why in this hand)

So villan calls a bet from hero with AA/KK on a Q-high flop, then folds to hero's turn bet?

If he's that tight, can't you bet him off with just about anything?

OP: As played, it's probably a fold on the flop. If you're going to get villan's money, he probably has some of your straight outs (your Q outs are probably not outs anymore), so you could actually be 7:1 to hit your straight, and you don't have implied odds to call that bet.
