funding epassporte account with prepaid visa gift card (Green Dot)

When I tried to fund my account with this 30 gift prepaid visa greendot card, I get this message.

"We were unable to authorize your card for the random EpVerification amount.
Please verify your card data before attempting to verify your card again.
Contact your bank if this problem persists. "

What the hell's wrong ?

You can't fund the account with a GC because EPass can't make a pending transaction on it as the addresses and names on the giftcard (GreenDot's Corporate) will never match your EPass name and addy.
