Betting $15 to make him bluff-raise is a bad idea imo, since he never will. That's the point of making such a block/value bet. But I would make it a little bit bigger, somewhere between $20-$40. You could also c/f if he's passive-predictable, since he won't bet a worse hand.

c/f if he is passive predictable? what size bet are you talking about? He could easily be trying to get value with a worse hand on the river.

If he makes a small bet it could very well be a T, and we are also getting much better pot odds, so we should probably call. But if he makes a large bet I think we're behind. He often has something after this action and those turn and river cards, and I don't think he'll turn a pair into a bluff very often.
