This is definitely a shove. Raising makes no sense.

prolly shove, but I think it's closer than ^^ say. Raise/call can be good for metagame, and the shortstack may push some weaker hands if he (incorrectly) thinks he has FE.

Buy-in ?

At a smaller buy-in , I think I prefer a t375 raise, calling a push from BB, not from BB.

Wouldn't you be better putting the SB to a decision for all his chips, rather than folding to a reshove vs coinflip type holdings?

I'd never consider making a small raise here (but I also suck)

Im also not pushing. I rather raise 350 chips in this situation. It looks a hell of a lot stronger then an all-in. You can allways call an push from BB. You still have an decision if SB pushes. And you can play a flop in position if SB or BB or both calls the raise. I sure like raising over pushing a lot more in the Turbo sng's.

I would like to hear why you think this is true.

That is insane.
Raising 350 doesn't not look stronger then pushing, for the simple fact that you are giving so many options to the blinds.
As shilx correctly said this is a very unexploitable situation, if blinds fold you are happy to win them increasing your stack by 15% if the call you have a strong enough hand to play.
