Smith threw 32 touchdowns at Oregon his senior year. NFL teams are not going to waste a draft pick on a decent player. There are only so many picks in a draft and there are thousands of football players. Such a small percent actually get drafted.

While it's definately the case that NFL teams generally draft players who were elite college players, there are numerous exceptions of draft picks who had little to no impact in college but were drafted based on potential.... A few that come to mind off the top of my head, Matt Cassell (192 yards passing in entire 4 year career, drafted by Pats), Marcus Robinson (33 career catches in college, drafted by Bears), etc.
