Default Did Congress really pass ethics reform?

Please no knee-jerk responses, it's a given the D.C. scumbags will try to find a way around the rules. That said, Public Citizen seems to indicate this recently passed legislation has some teeth.

Congress (or other government ftm) always passes laws with loopholes because they want to be the first ones to exploit them.
