Default Effective Stack Size

I've seen this term several times, but the definition eludes me.

What exactly is meant by "effective" stack size?

If you have 150 BBs in front of you in a HU pot but your opponent only has 75 BBs, then the effective stack sizes are 75 BBs.

Basically, the term is used when you have your opponent covered. In that case, your "effective" stack size is whatever his stack size is.
