i shouldnt say it's "high" but it's not really low. As VPIP increases, AF naturally goes down. A guy with a VPIP of 40 and AF of 1 is probably about as aggressive as a guy with VPIP of 15 and AF of 3

AF isn't constant amongst all ranges of VPIP. a guy with a VPIP of 38 and AF of like 3 would be REDIC super aggro. As VPIP goes up, AF naturally goes down. Thus 38/.7 isn't really super passive. Maybe just a shade passive
