If he has overs he only has 6 outs and is 13% to hit on the turn (needs around 6.5:1 w/o implied odds).
If you want to raise anything I would raise to $6 and look to show down cheaply. Once he calls your raise he's saying he has more than overcards without a club. You need about 33% equity.
