Default Windows Installer Packer Error

Has anyone had a problem downloading iTunes recently? I'm trying to download version 7.31 and early in the installation process an error comes up saying "there is a problem with this windows installer package. a program required for this install to complete could not be run." I downloading the package on iTunes website and can't find any solution.

Clear your browser cache, and then try downloading again. Sometimes a file gets corrupted while downloading, and the corrupted file gets cached, so when you think your downloading it again, you are actually just copying the corrupted version from your cache.
