Upon talking to a neighbour, apparantly we are connected to a different server. I do not forsee contacting local government as wise or for that matter ISP as they are all run by the King (not literally, but have to adhere to his guidelines). All ISP is combed and filtered through the Saudi university which in part does not give me access to: Porn, Gambling, Gaming websites, Israely related websites, Anon / proxies. Am I really SOL ?

Try it out and if you like it get a subscription.

Im on an extremely crippling network with a proxy that blocks a lot of things. I use this to play online poker.

Read the OpenVPN tutorial on that site.

Maybe that will be a problem, maybe not. All I know is it took me a while to find a european tunnel.

All the traffic is encrypted. All they will be able to see is that youre communicating with a public proxy. Thats if they look. I didnt know that its illegal to use a public proxy. I doubt they care to that extent really.
