Haven't observed any hands he has played, but according to the stats he is very passive. I just couldn't see him playing 2 pair this strong. So how bad is the fold?

af of 1.8 isn't "very passive". and his vpip of 28 means he's pretty loose. he can show up here with more hands than 56, 77 and 88. get your money in.

Well... If you makes his HD to sets, 78 and straights u have 38% equity. U get odds of 38% - the same. So if you could take away any combinaiton, then fold is ok. If you could add any holdings. Then call.
Really a marginal spot

Edit: I don't put him on this HD, just stoveing based on OP
