The classic flop min-raise against over pockets. Remember, he initially raised preflop so we can probably eliminate J8 or something from his hand. Likely holdings are hands like 77,88,99,1010,JJ,QQ,KK?. You beat 4 of them and lose to 3 of them. I would shove here, personally, because his VPIP is only ten so I think that may eliminate raising with 77,88,99 UTG.
