Default Good spot for a river minraise?

Villain is a 59/9/0.5 passive fairly predictable fish. My image is probably nitty, but I doubt villain has noticed. At the time I basically thought a call sucks, and a big raise scares away too many potential calling hands given that his range includes just about any pair. Am I losing value here? If yes, how much would you raise to?

I like it - minraise is nice because he might call with as little as a five. Bad players just cannot bring themselves to fold non-air to river minraises. His line looks most consistent with a 9. Maybe you could get a little more out of him if this is what he has but a minraise is fine because you'll get looked up with pure garbage instead of just garbage.

I think you can raise to like $55-$60 and have him call with the same range.
