Nice thinking, I am down eight after fourteen holes so lets play again with three more shots, assuming you lost the eight holes by only one shot you will only be down five after fourteen next time. (actually more because you probably did not use all of your strokes on the 14 holes played). Handicap is a word most often used incorrectly. Your past scores (after adjustment) create an index which when applied to a specific course creates a handicap for that course.(specific set of tees) If you had an index and applied it to the course you played you might or might not be a 13. Even if the handicaps are correct they measure the best 10 of your last 20 rounds, if you shoot nearly the same on all of your rounds you are in much better shape than an irradic player.
