What does "evaluate" really mean in this situation? Call the turn, just so I can be in a difficult situation on the river? If I just call, what is my action on the river, OOP?

Push. He is putting you on a pair of 9s and has hit his jack on the turn, hence the raise.

Or hero could push and get some value out of his set for once? Contrary to popular belief, when villain raises and you have a good hand, that is a good thing, not a bad thing.

Well, I guess only 4 hands beat TT pre-flop, so I should push it everytime, huh?

My guess is that the "zomg I have a set" mentality is a major leak for a lot of people. I'm not saying it's a clear fold, or an easy one if it is a fold, but it's not an easy push.
