American workaround?

Is it possible to use a proxy ip address to create a neteller or moneybooker overseas account from the states? I have an oveseas bank account and overseas address I can use. I am using a program called ip address shield which allows me to create an overseas ongame account. Whenever I try to access moneybooker or neteller via proxy it seems to detect this and takes me to a "forbidden" page.
