Default $25 NL - Overpair gets 4-bet all in

Hey guys. I've been having some trouble with these sorts of hands lately. Overpairs have been giving me a hard time, and I've been playing a lot of them wrong this week. Whether or not this is an exception is up to you. I have no read on my villian, except that he has been quiet at the table as long as I have been there (45 minutes). Thanks for your advice.

Party Poker - No Limit Hold'em Cash Game - $0.10/$0.25 Blinds - 5 Players - (LegoPoker HH Converter)
SB: $12.05
BB: $24.65
UTG: $16.40
Hero (CO): $35.60
BTN: $40.50
Preflop: Hero is dealt Qd Qs (5 Players)
UTG calls $0.25, Hero raises to $1.20, 3 folds, UTG calls $0.95
Flop: ($2.75) 3c 7s 9d (2 Players)
UTG checks, Hero bets $1.50, UTG raises to $3.00, Hero raises to $6.00, UTG raises all-in to $15.20, Hero folds
Pot Size: $23.95

I cbet $2 here.

I'm not sure what "quiet" means. He hasn't played any hands or shown down any hands? If this was the case and he was full stacked and shoved AI, I might consider laying this down.

But it doesn't matter to me here with this stack size. I probably just shove here.
