Default nl100 tricky villan spot - value shove?

ok, so my pt for some reason was having trouble importing hands this morning. no big deal cause i like to feel a player out anyway.

the table had 2 fishies on it that myself and villan were abusing.

my impression on villan is that he def knows what he's doing, and can maybe get recklass. he seems like he likes makin moves and outplaying pple. earlier he was playing back at me after i made some loose call downs from the weaker players. He had 3 bet me once or twice and i didnt' defend. i also saw him 3-bet a blind battle with KQo against someone who had ~4 pfa

Then this hand happens

The first thing that came to mind is that this is the perfect scarecard to attempt an over the top move on. Obviously QQ/KK/AK and maybe J10 are well within his range, but I had deduced earlier that it was quite possible the kid was makin a move with a MUCH wider range. He checked the flop, then bet big into the turn, what most players do when they take a stab at the pot. So then after this major aggression on turn, it seems like he shut down on the river.. showing some obv weakness. So i push (which was just a little more than pot sized, but pushed none the less just for the effect). I was thinking that by lookin over aggressive i actually looked weak enough to get looked up by hands i beat.

I'm just not really clear the best way to approach this hand.

If you thought he was making moves against you than why not just reraise him to like 36 preflop?
