is moneybookers a safe and reliable way for US players to deposit? does it have any fees associated with withdrawing and depositing to and from poker sites?

No fees when withdrawing and depositing from poker sites(sites pay these fees them self usually), only when transferring to bank account/other MB accounts. It's safe and reliable in EU, no idea about US/other countries status.
