raiser is 13/5 after 60 hands
reraiser is 19/14 after 90 hands

should i shove or fold here?

Good post because it's something we all run into on the bubble both in your position and his. What do you mean when you say "raiser is 13/5 and the re-raiser is 19/14?

voluntarily put money in pot percentage, which is almost the same as "saw flop %"

Yeah, shove. MP2 means nothing here really. He miniraised and you have him covered by plenty. CO is pretty much saying that he has a hand to put him all in on, but that could be lots of stuff. I think you have a little bit of FE here, although not much. I think CO does NOT have KK/QQ here very often or he would have shoved himself. Although you can never be sure. He could well have AA, but just as likely TT or AK/AQ or something.
