What the EFF is up with calling from UTG???? @PP33s

I recently moved up to the 33s, and there is something that really has me puzzled: Calling from UTG. I notice this a lot more than I did at the 11s & 22s, during all levels. It's really pissing me off to, because a million things go through my mind when it happens, and whatever I'm thinking that he has, it's usually the opposite.

I KNOW some of you are doing it, so please, enlighten me when this is an acceptable play, or why you use it.
