If you want to put more $ on at a time, you can use MoneyGram. I've done this at Walmart, and I believe the fee is a flat $9.50 (may vary).
If you're working with a group that doesn't want to do it themselves, they could give the cash to one guy, who then sends it to the other accounts. The fee would be very small per person. For cashouts, I think a check is the cheapest & simplest way to do this today, but you have to wait for it to show up in the mail.

epassporte is awesome. it's a little slow to set up, but for $35 or so you can get an epassporte ATM card. you put money in through epassporte, and cash it out to your ATM card basically... works at pretty much any ATM (any ATM i've tried it works at), up to $1K/day. i've been using it quite happily for a few months now.
