Depends on how passive is passive and how many worse Ts he limps pf but this is probably fine. Only thing that's even debatable is the flop 3bet.

With no read I think as played is fine. With a passive read I'd like to know how loose he is; can he have T7s here? T5s?

This is fine on this board. 2-pairs for Villain on the flop is really rare here.
Here are my factors for whether or not I would choose to 3-bet or not:

1. I'm more likely to 3-bet if there are legitimate flush/straight draws in case he may be C/R that.
2. The board is less likely to have legitimate 2 pair combinations, as in I'm more likely to 3-bet Q43 than QJ7.
3. My kicker, duh.
4. If I am OUT OF POSITION and there is a draw on the board. This is minor, but especially true if I'm in a game where players are willing to raise for a freecard. Basically, I want to avoid bet/calling the flop and watching the turn get checked through. Usually, my line to counter frequent freecard takers is to bet/fold the turn, but I can't do so here, so I would be more likely to 3-bet. Once I have 3-bet and I get raised on the turn, I can usually fold.

In this case the passivity of the opponent really works against us. However, I am still betting because his most likely holdings are 99-55 and smaller tens when he raises us.

I like your line better than a passive one because I dont like giving my opponent the free card option with a hand as vulnerable as this.

It only costs you an extra half bet and if you get raised on the turn or river by a truly passive opponent then you can dump it pretty easily unless you have improved.

I'm not saying I disilke OP's line as the default, but what limps in UTG1 and then makes a FCP on this board?

UTG+1 folded the flop. CO is the villain.
