OP has a valid question.
If you look at poker tracker databases, strong majority of players are losing players, and almost certainly losing more than 1% per hand (-0.5 PTBB/100).

Question is, is there a strategy in Poker to guarantee no more than -0.5 PTBB/100 over the long term at any stakes?
Probably not. So at a Casino, these people really would do better simply betting on red. (Of course you have to take time into consideration and 'fun', but I'm speaking in terms of profits).
