Re-raise pre-flop perhaps?
If he's raising 28%, you have his range torched. Take this [censored] down pre-flop. Also with the RR pre-flop, if you get called, your flop lead will get a LOT more respect. As played, c/f unless you can name three hands that get here which you beat.
