Id personally reraise the flop, probably lead out or check raise the turn and/or river too.

A jack is much more likely here. I check raise the turn. If he calls, I check/call the river. It looks like he underbets a lot, so use that to your advantage if you think you may be beat to see a cheap showdown.

It's such a guessing game with such opponents. I have to admit that I have taken this line myself very often. Sometimes they show 2p, sometimes junk. What we have here is somebody who is completely unpredictable and imo it's not a big sin to just call him down OOP, this way we keep the pot relatively small and see a cheap showdown. IF you reraise, he might fold his junk, if you call down, he will minbet into you thinking his J7 is good.

cant we just ban pooh baas that only contribute in this fasioin?

I say that you pop him again on the flop. If hes a goofball, hes not gonna fold some of his likely hands that you beat, j9 j8 etc, so you get value that way. I also bet out on the turn, and if you get called you can do many things based on what you think he will do. If you think he calls with any jack here, i bet 2/3-3/4 pot if you think he raises here with a 5 i bet 2/3 pot, if you think he would continue with some kind of wierd bluff, i check call a pot sized bet on river. If you only think he takes this line with a five i check fold river. My two cents.
