Right now he can just barely touch the rim. He is pretty driven so I am thinking I'll offer 6-1.

I can barely palm a basketball and can dunk no problem. Being 6'5" also helps though. I sure as hell wouldn't lay him 20-1, if he can touch the rim right now, he should be able to add that extra 6-7 inches to his vertical if he is driven like you said he was.

What kinda exercises can someone do in order to increase their vertical leap so that they can dunk?

I've always been able to so I wouldn't know.

This reasoning might be acceptable if it was even remotely common to see 5'10 white guys dunk. Plenty of 6'0 varsity players at my highschool that had been playing for 10 years couldnt dunk, black or white.

I'm no fitness guru so don't quote me but I suppose calf raises, plyometrics such as box jumps, maybe squats would do the trick.
