Out of curiousity, do you feel like you need his instruction and/or request to do this? In other words, would you be ethically opposed to running a robin hood type move and just dropping off 60K for him? I realize this is all simply empty talk out of frustration and neither 75s, OP, or anyone else would ever do something like this.

Seems like you could just forget about Filth and keep 90k for yourself?

Well if he wouldn't do it without filths request I doubt he would cheat filth out of his share of the gray maket debt collected.

Believe it or not there are dangerous black market operators, debt collectors, equalizers, etc who have an ethical code. There are people will accept a contract to kill someone for $ but will not murder some random person even if they can get a much higher payday by 'stealing' from them.

It seems like 75s does not want to act independently but will facilitate for OP, at least theoretically.

What are the odds boosted get hurt for this. Lets be serious how is somebody gona find boosted. If i were him i whould pay the debt just so i can walk in public again.
