Yeah it is poorly worded, but it can easily be read to mean that the house ends up keeping all rebuys and add-ons. On the other hand, Full Tilt might be trying to say that the rebuys and add-ons are included with the pool of money to be distributed by chip count.

It might also explain how they pay for the freerolls and overlays in guaranteed tourneys. . . .
