should i have shoved on the flop? the only thing i'm really afraid of are sets.

re-raise the flop, if he bets back at you again, then you KNOW your beat. As played, you know nothing extra from the flop. Don't be afraid of losing him at the flop, sometimes you just won't make big money on a decent hand, but you can ALWAYS lose it!

how much should i reraise back at him?

The ~min raise preflop was bad. Please make it around $3-$4.

An acceptable bet is to 3-bet his raise, or more often make a PotSizedBet (PSB).
