Despite the two clubs on the board, I'd go for a c/r here since you're holding the 9c.

I would lead out because there are a couple things that could happen. If a person is on the draw they will likely call your bet (and if a blank hits then we can make another bet on the turn), or the raiser may feel like you're trying to push him off a hand and raise you which would be optimal.
